One of the most important tasks of the 24th Session of the of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP24) will be to work out and adopt a package of decisions ensuring the full implementation of the Paris Agreement, in accordance with the decisions adopted in Paris (COP21) and in Marrakesh (CMA1.1). Moreover, COP24 will include the so-called Facilitative Dialogue intended to support the implementation of national commitments. In the course of the 2018 Climate Summit Poland would like to demonstrate how neutrality in terms of greenhouse gas emissions, i.e. a balance between CO2 emissions and its sequestration by soils and forests, can be attained.

Enabling urban sustainability transitions: policy integration and access to finance for local authorities
Location: Amphitheatre When: 8 December 2018, 14-00 - 15.00 Short description Urbanisation is increasing rapidly, particularly in Asia and Africa. While an enabler of economic growth, the consequences of unplanned urbanisation and growing income inequality and social segregation in cities have pose threat to environment as well as on cities’ cohesion limiting access to basic urban services, in particular energy, transport and waste management. Cities currently account for about 70 per cent of energy consumption and energy related Greenhouse Gas Emissions. Hence, proper urban planning with the integration of energy, transport and resources sectors in the delivery on the NDCs is vital for the success of global climate change mitigation efforts and inclusive urban accessibility. This is a vital objective of the New Urban Agenda and this project will aim to help bringing together climate change and urban development objectives, by developing an interface between urban and national actions. The Urban Pathways project builds directly on the commitments delivered by countries as part of the UNFCCC and Habitat III processes and develop concrete implementation actions. This event will present recent activities on implementation project development, policy integration and urban finance options. Location: EU Pavilion When: 13 December 2018, 14-00 - 15.00 Co-organisers:Transport & Environment, Wuppertal Institute for Climate, Environment and Energy, UN-Habitat, Öko-Institut, DG CLIMA, DG RTD Short description This side-event will present the recently developed decarbonisation strategies to regulate emissions from transport from integrated urban mobility to international aviation and shipping followed by a debate of the policies required to deliver the Paris Agreement. The social aspects of just transition and low carbon mobility will also be considered. The Wuppertal Institute will present recently developed guidelines and pilot actions as part of the MobiliseYourCity and Urban Electric Mobility Initiative and UN-Habitat will share insights from the development of implementation projects in cooperation with cities in Asia, Africa and Latin America as part the Urban Pathways project. Collaborative climate action
Location: German Pavilion at COP24 When: 12 December 2018, 17.30 – 19.00 Short description The ambitious mitigation goals of the Paris Agreement require sweeping and comprehensive climate action at all levels. This includes the subnational level. Cities, municipalities and regions can significantly contribute to emission reduction. For many years, the German Federal Ministry for the Environment has been actively involved in the process of encouraging and enabling subnational decision makers to step up mitigation and adaptation efforts. Within the framework of the International Climate Initiative (IKI), the BMU has set up numerous projects that support city- and region-level climate action. This event seeks to bring together representatives from different IKI projects in order to consolidate knowledge and exchange experiences on key questions: What are the challenges that need to be addressed most urgently to strengthen collaborative climate action on all levels? Which strategies have worked and which strategies have not? And how to integrate climate action over multiple levels of governance – local, regional, national and global? In May 2019, the Ministry will host the International Conference on Climate Action – ICCA2019 – in Heidelberg. This COP24 side event touches upon and kicks off a number of debates and questions that ICCA2019 will explore in much more depth.
